Sponsor Staff & Governance:
The community school board of Zanesville City Schools is a governing authority consisting of six members who are charged with the responsibility of establishing policies and procedures for the operation and management of a new start-up or conversion community school and responsible for carrying out all of the provisions of a community school contract. Community school boards are public entities and subject to state sunshine laws.

Doug Baker, Superintendent of Zanesville City Schools, joined ZCS in 2015. He comes from New Philadelphia Schools, where he served as the Assistant Superintendent. He serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of all aspects of school operations and performance ensuring full compliance with state laws and all the requirements of the community school contract.
  • Hiring, evaluating and, if necessary, terminating school leaders responsible for school operations and performance.
 
Laura Tompkins, Executive Director of Academic Leadership, has been with Zanesville City Schools since 1993. She has been a physical education teacher in both the elementary and high school levels, elementary school assistant principal, and high school principal. She serves on the Board of Directors for Sponsored Community School. Duties include:
  • Oversight of building leadership: evaluations, oversees curriculum decisions, member of District leadership team, curriculum development, and professional development.
  • Oversight of all aspects of school operations and performance, ensuring full compliance with state laws and the the requirements of the community school.

Michelle JordanDirector of Exceptional Education, has been with Zanesville City Schools since 1992. She has been a classroom teacher, reading specialist, and elementary school principal. She serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of special education: academics, curriculum, testing and all compliance with state requirements in regards to student achievement governing authority/operator contract.
 
Kevin Appleman, Executive Director of Operations / Student Services, has been employed by Zanesville City Schools since 1993. He serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of all aspects of school operations and performance ensuring full compliance with state laws and all the requirements of the community school contract.
 
Mike Young, Treasurer, joined Zanesville City Schools in 2014. He comes from the private sector where he worked as an auditor. He serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Fiscal management and accountability of public funds.
 
Mike Emmert, Director of Human Resources and 7-12 Curriculum, has been employed by Zanesville City Schools since 2008. He serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of staff licensure renewal.
  • The hiring process.
  • Compliance of the community school contract.
 
Matt Hittle, Director of Facilities Services / Transportation, has been employed by Zanesville City Schools since 2009. He serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of all aspects of maintenance and transportation for the facilities to ensure their needs are met.
 
Mark Stallard, Director of Title I & Federal Programs and Elementary Curriculum, has been employed by Zanesville City Schools since 1999. He serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of all aspects of school operations and performance, ensuring full compliance with state laws and the requirements of the community school contract.
  • Coordination of Federal Programs.

Libby Hitchens, Principal of Zanesville High School, has been employed by Zanesville City Schools since 2013, and was previously with ZCS from 2002 to 2008. She has been a teacher at both the elementary and middle school levels, as well as principal at the elementary and high school levels. She serves on the Board of Directors for Sponsored Community Schools. Duties include:
  • Oversight of all aspects of school operations and building performance.
